This air filter fits many Chinese 4-stroke Kandi go-karts and buggies.  It fits PZ19 and PZ20 carburetors used on the 110cc engines.  I think Kandi is the only one using the valve on top.  This air filter is also used on the Coleman AT125-B atv.
